Διαχρονική επιδίωξη η καύση στην Ελλάδα: Στην Ελλάδα, δύο φορές μέχρι σήμερα (το 1995 και το 2010) έχει προωθηθεί και απορριφθεί η καύση απορριμμάτων, επειδή θεωρήθηκε Ακριβή, Επικίνδυνη και Δεσμευτική για την κοινωνία. Σήμερα, επανέρχεται η καύση με ένα επιπλέον μειονέκτημα: είναι και ΑΧΡΕΙΑΣΤΗ! Στις προθέσεις όλων των διαχρονικών σχεδιασμών Διαχείρισης Στερεών Αποβλήτων (ΔΣΑ) στην Ελλάδα, υπήρχε και υπάρχει η προοπτική της καύσης. Έτσι, για να δρομολογηθεί σήμερα η καύση ως αναγκαία, ως χώρα (με το Εθνικό Σχέδιο Διαχείρισης Αποβλήτων (ΕΣΔΑ) 2020-2030 και το Nόμο 4819/2021) έχουμε θέσει ως εθνικό στόχο για ελαχιστοποίηση της ταφής στο max 10% των παραγόμενων ΑΣΑ έως το 2030, παρότι η σχετική Ευρωπαϊκή Οδηγία δίνει χρονικό ορίζοντα επίτευξης του στόχου αυτού έως το 2035 και με δυνατότητα παράτασης έως το 2040. Παράλληλα, σχεδιάζονται οι Μονάδες Επεξεργασίας Αποβλήτων ή Μονάδες Ανάκτησης Ανακύκλωσης (ΜΕΑ/ΜΑΑ) για να παράγουν περισσότερο καύσιμο υλικό, αντί για όσο γίνεται περισσότερο ανακυκλώσιμο ή κομποστοποιήσιμο υλικό. Γιατί όχι στην καύση; Οι ΠΜΚΟ επεξεργάστηκαν όλα τα διαθέσιμα δεδομένα και τεκμηριώνουν (μπορείτε να δείτε ΕΔΩ την αναλυτική προσέγγιση), ότι: ● Ο ευρωπαϊκός στόχος ταφής <10% μπορεί να επιτευχθεί και χωρίς καύση μέχρι το 2035. ● Η πολιτική με έμφαση στην Πρόληψη, στην προετοιμασία για Επαναχρησιμοποίηση και στην Διαλογή στην Πηγή (ΔσΠ), σε σχέση με την καύση, δημιουργεί πολλαπλάσιες θέσεις εργασίας και εξοικονομεί πολύ περισσότερη ενέργεια. ● Και οι πιο σύγχρονες μονάδες καύσης συνεχίζουν να εκπέμπουν επικίνδυνους αέριους ρύπους, έστω και πολύ λιγότερους σε σχέση με το παρελθόν, ενώ παράγουν και επικίνδυνα στερεά απόβλητα, που δε μπορούν να διατεθούν σήμερα στην Ελλάδα. ● Από το τεράστιο επενδυτικό κόστος, την ακριβή λειτουργία, την επιπλέον επιβάρυνση λόγω ένταξης των μονάδων καύσης στο Σύστημα Εμπορίας Δικαιωμάτων Εκπομπών (ΣΕΔΕ), με σχετικά συντηρητικές εκτιμήσεις και χωρίς επιβάρυνση με ΦΠΑ προκύπτει για το 2035 ένα συνολικό κόστος για τις 6 μονάδες καύσης της τάξης των 223-363 εκατ. € ετησίως (ή 189-308 €/t), που εάν ολόκληρο επιβαρύνει τους ΦΟΔΣΑ/ΟΤΑ, θα χρειαστεί να αυξηθούν μεσοσταθμικά τα δημοτικά τέλη κατά 17-28%! Εάν όχι καύση, τότε τι; Οι ΠΜΚΟ προτείνουν το αυτονόητο, που προκύπτει από τις ευρωπαϊκές Οδηγίες και την εμπειρία των σύγχρονων κοινωνιών, ότι για να επιτευχθεί ο ευρωπαϊκός στόχος για Διαλογή στην Πηγή (ΔσΠ) των ΑΣΑ κατά 65%, καθώς και ο στόχος για ταφή <10%, αμφότεροι μέχρι το 2035, οι εμβληματικές προκλήσεις του σήμερα και του αύριο για την Ελλάδα είναι: Η Πρόληψη, η Προετοιμασία για Επαναχρησιμοποίηση και η Διαλογή στην Πηγή (ΔσΠ) με αξιοποίηση, όπως π.χ. η ανακύκλωση, η κομποστοποίηση και η αναερόβια χώνευση, δηλ. ΧΩΡΙΣ ΘΕΡΜΙΚΕΣ ΔΙΕΡΓΑΣΙΕΣ. Για να επιτευχθούν αυτοί οι στόχοι απαιτείται ως Πολιτεία, Τοπική Αυτοδιοίκηση και Κοινωνία να ενώσουμε τις δυνάμεις μας. Γι' αυτό, προτείνονται κατ' ελάχιστο, οι επόμενες κρίσιμες και στοχευμένες προτάσεις: 1. Να βελτιστοποιείται η λειτουργία των υπαρχόντων και μελλοντικών Μονάδων Επεξεργασίας Αποβλήτων και Μονάδων Ανάκτησης Ανακύκλωσης (ΜΕΑ/ΜΑΑ), με συνεχή υιοθέτηση των διαχρονικών Βέλτιστων Διαθέσιμων Τεχνολογιών, ώστε να ανακτώνται όλο και καθαρότερα και υψηλότερα ποσοστά υλικών προς ανακύκλωση/κομποστοποίηση. 2. Να επιταχυνθεί σε όλη τη χώρα η δημιουργία βασικών υποδομών και εγκαταστάσεων, όπως: συμπληρωματικών μονάδων κομποστοποίησης, Πράσινων Σημείων, Κέντρων Δημιουργικής Επαναχρησιμοποίησης Υλικών (ΚΔΕΥ) και Ολοκληρωμένων Πράσινων Σημείων (ΟΠΣ). 3. Να αντιμετωπιστούν οι διαχρονικές αδυναμίες και η στασιμότητα της ανακύκλωσης και να γίνει επανασχεδιασμός της ανακύκλωσης/εναλλακτικής διαχείρισης στην Ελλάδα, σύμφωνα με τα νέα δεδομένα. 4. Να προχωρήσει άμεσα η λειτουργία του Συλλογικού Συστήματος Εναλλακτικής Διαχείρισης (ΣΣΕΔ) για την Εγγυοδοσία της πλαστικής φιάλης και κουτιών αλουμινίου, καθώς και του ΣΣΕΔ για τα Αγροτικά Πλαστικά. 5. Να ολοκληρωθούν οι σχετικές νομοθετικές ρυθμίσεις (ΚΥΑ) προκειμένου να συγκροτηθούν και λειτουργήσουν τα προβλεπόμενα νέα ΣΣΕΔ (για κλωστοϋφαντουργικά, αλιευτικά είδη, αποτσίγαρα, στρώματα, έπιπλα κ.α.). 6. Να προχωρήσει άμεσα το ΣΣΕΔ για τη διαχείριση αποβλήτων τροφίμων, που παράγονται από Εστίαση και Φιλοξενία (HORECA). 7. Να ολοκληρωθεί η τοποθέτηση και λειτουργία του Καφέ Κάδου για τη διαχείριση των βιολογικών αποβλήτων των δημοτών στους ΟΤΑ όλης της χώρας. 8. Το ΥΠΕΝ να δημιουργήσει στοχευμένη Ψηφιακή Πλατφόρμα για το «Πληρώνω Όσο Πετάω» (ΠΟΠ) για να παρακαμφθούν χρονοβόρες μελέτες και διαδικασίες, ώστε να βοηθηθούν άμεσα οι ΟΤΑ και να επιταχυνθεί η εφαρμογή του ΠΟΠ. 9. Να δημιουργηθεί σημαντικό χρηματοδοτικό εργαλείο προς τους ΟΤΑ και κοινωνικούς φορείς από το ανταποδοτικό "Τέλος Ταφής", για την υλοποίηση σημαντικών και συστηματικών δράσεων Πρόληψης και Ενημέρωσης σε όλη την Ελλάδα.
